This whitepaper proposes the use of quantum machine learning to enable real-time flood event prediction by combining historical and geological information captured in flood susceptibility maps with real-time data available from sensors such as stream gauges and drones. To this end, we have formed an inter-disciplinary team from Wichita State University, comprised by faculty members from Disaster Resilience Analytics Center and Quantum Computing group. For the success of the proposed efforts, the team will leverage expertise in the following areas: quantum information, quantum computing, quantum control, natural and induced hazards, geoinformation systems, remote sensing, distributed sensing, quantum machine learning (classical and quantum).
